Day zero: what happened in the cities that almost ran dry

Cape Town 2018, Monterrey 2022, Mexico City 2024. Three scares, one repeating pattern and the lessons any home can apply before the next one.
'Day zero' is the date a city closes its taps because the dams no longer supply. Cape Town named it in 2018 and dodged it by weeks. Monterrey lived its version in 2022 with months of rationing. Mexico City's metro area grazed its own in 2024 with the Cutzamala system at historic lows. The pattern across all three crises is the same, and so are the lessons.
The pattern: the crisis always announces itself
- Years of falling dams everyone sees and nobody feels, because the tap keeps giving.
- One dry year that breaks the margin. From 'low level' to '90 days left' in a season.
- Rationing: water a few hours a day or a few days a week. The cistern goes from convenience to vital organ.
- The real price of water explodes: 10,000-liter trucks that cost 800 pesos jump to 3,000 or more.
- And when it rains, collective amnesia until the next one.
What made the difference in Cape Town
The city cut consumption from 1,200 to 500 million liters a day in months. No magic measure: metering house by house, publishing usage, and a clear target of 50 liters per person per day. Two-minute showers, greywater toilets and 'if it's yellow, let it mellow' did the rest. The uncomfortable lesson: consumption could drop 60% and life went on.
What Monterrey and CDMX taught us
- The house with a cistern, rooftop tank and measured habits crossed the rationing with discomfort; the house without margin lived in crisis.
- Neighborhoods already reusing and harvesting barely noticed the first months.
- Trucked water multiplied the value of every saved liter by 10: measures that 'were not worth it' suddenly paid back in weeks.
Your personal day-zero plan, in order
- 1. Know your number: read your bill and learn your home's liters per person per day. No baseline, no plan.
- 2. Kill structural waste: leaks and the hot-water wait, which a hydro-return eliminates at the root.
- 3. Build margin: a cistern or extra tank sized for 1-2 weeks.
- 4. Diversify sources: grey to the toilet and garden, rain to storage.
- 5. Practice a 50-liters-per-person weekend. Seriously: the drill teaches more than any article, this one included.
Global context at UN-Water: 2 in 4 people worldwide already live with severe scarcity at least one month a year. Day zero is not a prophecy, it is a calendar that moves. Prepared homes do not fear it.
